USE OF NATIONAL IDENTITY/VOTERS/STUDENT CARDS AS TRAVEL DOCUMENTS WITHIN THE REPUBLICS OF KENYA,RWANDA AND UGANDA

The Governments of Kenya, Rwanda and Uganda have agreed through a Memorandum of Understanding (MoU) to use National Identity and Student Cards for Kenya and Rwanda, and National Identity, Voter's Cards for Uganda as travel documents with effect from 1st January, 2014.

The use of National Identity/Voter's/Student Cards as Travel Documents shall cover all territories within the three Partner States and apply at all gazetted entry points (Land Borders, Airports and Sea/water Ports.

As regards eligibility, all nationals of the Partner States are eligible to use National Identity, Voter's Card (for Uganda) or Student Cards.

Border Procedures to be Applied

  • Land Borders shall operate in juxtaposed One Stop Border Post Concept as defined in Trilateral Agreement. The control zone shall be so arranged that for each direction of travel, border controls shall be carried out in the State of Entry.
  • Immigration Staff on common borders shall operate in the same office.
  • A traveler shall show the national Identity, Voter's or Student Cards to both Immigration Officers of two countries and receive a coupon from Immigration Officer of the entry country which allows him or her to proceed with her/his travel. An Entry Stamp of Six Months Shall be endorsed on the coupon.
  • A traveler shall be required to keep the entry coupon and give it back while exiting. In case the coupon gets lost while in the country, the traveler shall be required to present her/himself to the nearest Immigration Office for issuance on another one.
  • A traveler who use Partner State as transit, shall present the National ID, Voter's or Student Card at common border of Partner State for her/his destination, in condition of presenting a coupon gotten at the entry point.
  • Citizens of Partner States coming from outside the territory of thee countries shall show National ID, Voter's or Student Card and get a coupon to enter after verification of exit stamp in her/his standard document.
  • Students and children who do not hold National Identity or Voter's Cards shall respectively use their Student Cards or Standard Travel Documents and shall be accompanied by their parents or authorised person.
  • Citizen from border community of Partner States shall use the same procedures.
